any folks with fishing fav will know that 钓鱼不守规矩 could be one of the two possibilities - (1) hadn't bought fishing license but fished - he is a big chance taker knowing he's acting against law; (2) didn't follow the fishing regulations such as violating the requirement of length/weight/kind/location of a keeper. this is troubling as he knew the consequences of his action but still did it.
obviously he wasn't a good resident. letting him go was appropriate.
